osha 40 hour training Personal protective equipment should be provided and used during initial site occupation based upon the results of the preliminary site evaluation. An emergency response plan shall be developed and implemented to handle anticipated emergencies prior to the commencement of emergency response operations. Safety videos that teach initial training shall have satisfactorily completed a safety video training course for teaching the subjects they are expected to teach or they shall have the academic credentials and instruction experience necessary to demonstrate a good command of the subject matter of the courses and competent instructional skills.

Equivalent safety video training includes the safety video training that existing employees might have already received from actual site work experience. A hazardous materials emergency program should have components such as an organizational structure, comprehensive work plan, site-specific hazardous materials emergency plan, hazardous materials emergency training program, medical surveillance program, standard operating procedures for hazardous materials emergencies, and any other reasonable tools necessary to ensure effective preparedness in the event of a hazardous materials emergency. Material handling equipment used to transfer drums and containers shall be selected, positioned and operated to minimize sources of ignition related to the equipment from igniting vapors released from ruptured drums or containers. Initially it is the senior officer on the first-due piece of responding emergency apparatus to arrive on the incident scene. This would include safety video training in the methods used to minimize the risk from safety and health hazards; in the safe use of control equipment; in the selection and use of appropriate personal protective equipment; in the safe operating procedures to be used at the incident scene; in the techniques of coordination with other employees to minimize risks; in the appropriate response to over exposure from health hazards or injury to themselves and other employees; and in the recognition of subsequent symptoms which may result from over exposures.

Employees engaged in emergency response and exposed to hazardous substances presenting an inhalation hazard or potential inhalation hazard shall wear positive pressure self-contained breathing apparatus while engaged in emergency response, until such time that the individual in charge determines through the use of air monitoring that a decreased level of respiratory protection will not result in hazardous exposures to employees. A hazardous materials response (hazmat) team is an organized group of employees, who perform the necessary work to handle and control actual or potential leaks or spills of hazardous materials requiring possible close approach to the materials.
