An incidental release is a release of hazardous substance which does not pose a significant safety or health hazard to employees in the immediate vicinity or to the employee cleaning it up, nor does it have the potential to become an emergency within a short time frame.

When such procedures are found to be ineffective, appropriate steps shall be taken to correct any deficiencies. Their duties parallel those of the hazardous materials technician, however, those duties require a more directed or specific knowledge of the various substances they may be called upon to contain. Upon initial entry, representative air quality monitoring shall be conducted to identify any condition, exposure, exposure from a radioactive material or other dangerous condition such as the presence of flammable liquids, and/or oxygen-deficient environments. Drums and containers containing radioactive wastes shall not be handled until such time as their hazard to employees is properly assessed. The level of employee protection provided may be decreased when additional information or site conditions show that decreased protection will not result in hazardous exposures to employees.
