HAZWOPER Training Kit Excerpt: You’re the first person to arrive at work in the morning, and your senses tell you something is very wrong. You hear a faint hissing sound. You smell a strong chemical odor. Your eyes dart across the factory floor focusing on a leaking valve. You know what to do instantly because you’re trained as a first responder. You’re a construction site foreman spotting an employee accidentally backing into a pallet of solvent containers. You spot a massive trail of liquid moving across the floor, but because you’re trained as a first responder you move into action decisively.

The federal government’s occupational safety and health administration, OSHA, established the hazardous waste operations and emergency response regulation in 1989. HAZWOPER requires your employer to create and implement an emergency response plan to help protect you, your co-workers, workplace, and community from potential and actual releases of hazardous substances in your workplace. This written plan available for your use anticipates handling hazardous substance incidents and emergencies. So if your workplace uses or stores hazardous substances and responds to substance spills and releases your employer needs an emergency response plan to address response procedures before releases occur. And you may be an integral part of response efforts as a member of your employer’s emergency response team. You find the HAZWOPER requirements for employee training in OSHA’s regulations 29 CFR 1910.120 and 29 CFR 1926.65. As an emergency response team member you’re trained, experienced, and certified by your employer to respond to releases or potential releases of hazardous substances in your workplace. Think of an emergency response team as a 5 layer pyramid of specially trained employees involved in the management of hazardous substance emergencies. Certification at any level means you possess the knowledge, skills, and judgment to perform competently at that level. You operate under the guidance of your employer’s emergency response plan, and standard operating procedures. Your employer needs to refresh and certify your training or level of experience each year.

Here is a brief overview of an entire emergency response team followed by more specific details for your role as first responder to an emergency hazardous substance release. Assume that as a first responder at the awareness level you’re the first on the scene of a hazardous substance release. You know your role in emergency response operations so you initiate an emergency response sequence. You react safely because you recognize the presence of a hazardous substance emergency, and you understand the risks and potential outcomes. You may even be able to identify the hazardous substance, but only if identification is possible from a safe distance. You realize the need for additional help so you notify the proper authorities without taking any direct action to contain or stop the release. Next, assume you’re certified as a first responder at the operations level. The responsibilities of a first responder at the operations level are certainly more involved than those at just the awareness level. They have received 8 hours of training besides awareness level training. Their responsibilities involve containing the area, preventing the spill or release from getting farther into the facility, into the environment, and to protect people. Beyond the two first responder levels you may be trained, experienced, and certified as a hazardous material technician. You possess all the competencies of both first responder levels plus at least 24 hours of advanced emergency response training, including personal protective equipment, spill cleanup, and handling hazardous waste. You play a more aggressive role in the emergency. You know how to approach a hazardous substance release in order to stop the release. A hazardous materials specialist meets all the competencies of the previous levels plus even more skills. A materials specialist supports the hazardous materials technician requiring 24 hours of training equal to the technician’s training plus even more specific knowledge of hazardous substances. A materials specialist acts as the site’s liaison with local, state, and government authorities that might be involved in the incident.
